got charged extra for rental insurance in Texas, normal or nah?

Rented a car last weekend when I flew into Dallas for a friend's wedding. At the counter, the guy asked if I wanted insurance, and I was like "nah, my credit card covers it." He kinda shrugged and said something about Texas having different rules, but I figured he was just upselling me, you know? Anyway, returned the car fine, no scratches or anything, but then saw an extra charge on my bill labeled as some kind of liability coverage. Um...what? Called customer service and they said Texas has mandatory liability coverage that isn't covered by credit cards. First time I've heard of thisβ€”I've rented cars in other states and never had this happen.

Has anyone else run into this renting in Texas? Is this legit or did I just get played here...
